The decision of the Ed Boks the manager of the city's department of Animal Services, to suspend the program for free or discounted spay and neutering program is akin to pinching pennies and throwing away dollar$$$. While it may cost more to offer free or discounted services to pet owners in the short term, it will save taxpayers' dollars in the long term.
